Performance framework and independent panel assessment

Transforming Our Business

NIE Networks is transforming our business with innovative projects that augment our usual activities.

These projects relate to the Evaluative Performance Framework (EPF) established for NIE Networks by the Utility Regulator. It incentivises NIE Networks to take advantage of new opportunities, proactively progress initiatives in areas that will bring the greatest benefit to Northern Ireland consumers, and ensure we continue to adapt to the emerging energy landscape.

John French, Jenny Pyper & Derek Hynes

Independent Expert Panel

A five-member independent panel has been appointed to assess NIE Networks’ performance across four strategic areas: DSO transition, innovation, sustainability, and customer service. Each year, the panel will review plans and results, submitting recommendations to the Utility Regulator, who decides on financial incentives or penalties between £-3 million and £+3 million.

VIEW FORWARD WORK PLAN

Our Priorities for April 2026 to March 2027

Project A1:

Flexible connections

Trial projects to develop a framework for connections that provide flexible supply, reducing the need for physical network upgrades. For more details see page 38.

Project A2:

Enhancing customer connections

Digital service enhancements including:

  • ‘How-to’ videos
  • Dedicated digital communication channels for connections
  • Dedicated support roles for connections queries within our contact centre.

For more details see page 41.

Project B1:

Proactive communications around storms

Enhancing our support for vulnerable customers during storm events by introducing outbound digital communications tools to provide proactive advice and updates, augmenting the current manual call-based system. For more details see page 45.

Project B2:

Deploying generation as we Rebuild the HV network

We will trial deployment of temporary electricity generation to keep customers on supply and improve efficiency while we rebuild the 11kV network. For more details see page 48.

Project C1:

Dynamic line rating at scale

Dynamic Line Rating uses real time data from sensors on power lines to adjust the maximum amount of power transported. We will move from trial to delivery of DLR using drone technology to install sensors safely and efficiently. For more details see page 52.

Project C2:

Green skills action plan

Leading the first coordinated, cross-sectoral approach to green skills in NI. Assisting in the NI Executive to create good jobs, raise productivity, and decarbonise our economy. For more details see page 55.
