Performance framework and independent panel assessment

Meeting Northern Irelands Energy Needs

The Evaluative Performance Framework was introduced by the Utility Regulator to incentivise NIE Networks to take new opportunities, progress consumer benefit initiatives, adapt for the future and demonstrate performance beyond baseline expectations.

Northern Ireland's energy system is undergoing its biggest transformation in decades. As demand for cleaner, more flexible and resilient electricity grows, NIE Networks is bringing forward innovative initiatives that support customers, communities and the wider economy. This microsite sets out our priorities for the year ahead, provides further information on each initiative and explains how stakeholders can help shape the development of our future plans.

Independent Expert Panel

A five-member independent panel has been appointed to assess NIE Networks’ performance across four strategic areas: DSO transition, innovation, sustainability, and customer service. Each year, the panel will review plans and results, submitting recommendations to the Utility Regulator, who decides on financial incentives or penalties between £-3 million and £+3 million.

Hear from Ronan McKeown, Future Networks Director about NIE Networks Forward Work Plan for 2027-28.

Our Forward Work Plan

Our proposed Forward Work Plan details the initiatives we plan to deliver in 2027-28. We have included questions throughout this document and would be keen to hear your views.

We are focusing on three priorities for 2027–28:

· Smarter and More Resilient Network Operations

· Supporting Customers and Communities

· Shaping the Future Energy System

VIEW OUR PROPOSED FORWARD WORK PLAN

Our Priorities for April 2027 to March 2028

Advanced Line Sensors:

This project explores how we can improve visibility of the overhead line network, allowing faults to be identified faster. The project aims to shorten customer interruptions, improve operational response and support a more data-driven approach to network management.

Mechanisation of Safety Tree Cutting:

This project trials mechanised tree-cutting techniques to increase productivity and reduce the cost of delivering these programmes, helping ensure that greater volumes of vegetation management can be delivered efficiently.

Reducing SF₆:

This project investigates the retrofitting of existing switchgear using alternative insulating gases to reduce greenhouse gas emissions.

AI Meter Installation Tool:

This project investigates how artificial intelligence can improve quality assurance for metering installation work.

Community Engagement Vehicle:

This project will establish a dedicated mobile engagement and customer support capability that would enable us to take a more proactive approach to delivering services, information and support directly into communities in a more visible and accessible way.

Batteries for Vulnerable Customers:

As part of our network rebuild, we will pilot the provision of battery backup systems for eligible vulnerable customers, testing whether they can provide a practical and effective alternative to temporary generators during planned and unplanned power interruptions.

Consumer Energy Forum:

This project will establish a programme of collaborative, cross-utility consumer engagement which will enable citizens and consumers to influence the future energy transition.

We are keen to hear your views
